Why is the ram to high? I am hosting multiple ts3 server but on this vps the ram is to high.

I would do a process of elimination,

1) first run different software for memory recording. In some cases some software may provide inaccurate information capture like in this case.
2) It may be that your server specs (physical hardware) aren't sufficient enough to run the server especially multiple server's, like in this case.

Other options:

1) Open up a support ticket or forums post to the developers of the product.

or

2) Use the no emulator patch:

[3.0.12.3] no-emul legit/no-crack patched binary for Linux
